Why the city didnt need to catch them on camera is a good question. Its like how many times has a guy in a store been caught shoplifting? I do believe the fines are intended to be punitive as punishment, but at the same time I dont think that they should be so high. A fine in itself is a tax, and it is not always a deterrent. In fact, I think it may actually be a drain on the police force. Instead of just having to write up a fine, you could have the police go and arrest someone for a petty crime.
