In a perfect world supplements would be for everyone, but in the real world they are only for people who already have a really messed-up health situation. People who have multiple sclerosis and are on medication are the most likely to have a vitamin D deficiency, but there are many others out there who are just as much at risk as people with multiple sclerosis.
